IBAU & ITC Sign MOU to Launch the Chartered Insurance Broking Program

The Insurance Training College (ITC) and the Insurance Brokers Association of Uganda (IBAU), the national body that represents, advocates for, and promotes the interests of insurance brokers, have signed a Memorandum of Understanding (MOU) to roll out the Chartered Insurance Broking Program, a landmark initiative designed to raise professional standards in Uganda’s insurance broking industry and across the East African region. 

 

For context, insurance brokers act as independent advisers and trusted client advocates, helping individuals and organizations navigate the complex world of insurance. They assess risks, compare policies from multiple insurers, and recommend solutions that meet clients’ specific needs. Insurance brokers also clarify policy terms and support clients during claims to ensure fair and timely compensation. Beyond individual clients, brokers play a crucial role in promoting transparency and trust in the insurance sector, helping businesses manage financial risks effectively and contributing to the overall stability and growth of the market.

The MOU, signed at the ITC headquarters in Kampala, marks a new phase in advancing industry skills and competence through structured, practical learning. The partnership is expected to bridge a long-standing gap between theoretical instruction and the practical realities of the insurance marketplace.

 

According to Mr. Paul Muhame, Chairman of Insurance Brokers Association of Uganda (IBAU), the program will not only improve professional skills among brokers but also strengthen client confidence in insurance services. “For many years, broking has not been given adequate attention in professional training. This partnership introduces a globally benchmarked pathway that will empower brokers to operate at the highest standards of practice,” he said.

Mr. Saul Sseremba, CEO of Insurance Training College (ITC), commended IBAU for its collaborative spirit and reaffirmed the college’s commitment to developing a pool of highly skilled insurance professionals. “This program has been a product of extensive consultation. The signing represents not the end, but the beginning of implementation and our focus now turns to impact,” he noted.

 

The program will cover both technical and practical components of insurance broking, enabling participants to acquire in-depth knowledge relevant to the changing dynamics of the sector. It will also contribute to regional integration by extending to other East African countries, harmonizing professional standards across the industry.

Registration for the Chartered Insurance Broking Program is already underway, with classes beginning in February, 2026. Interested professionals are encouraged to register early through the Insurance Training College.
